Making announcement and give alert type of post need to be on top of blog. But when you make new post, it will move down and down. So, How people know that you want to tell them some important stuff or news?
Well, WordPress allow you to use that feature and this is one of my reason why I usually recommend people to use wordpress as blogging stage.
First of all log in to your wordpress admin panel and create new post. Give title and write stuff you want to put in post. Then before publishing wait. Refer to my image.
On right side you will see small box as publish title. Click on edit link next to Public. You will see more option as well above image. Click on small box which I marked by red box. You are done. Now, this post is not going to move unless until you remove mark or make another sticky post.
